Comcast to Offer Web-Based Phone Service (VOIP)
Comcast Corp. is joining the crowd of major cable TV and telephone companies venturing into Internet-based phone service, but with a higher price and extra features which the nation's largest cable provider hopes will set its product apart. The company — which plans to charge $40 per month, or $5 to $20 more than most of Internet phone services — said Monday it believes customers will pay more for features such as battery backup to keep the phone line running during power outages.

VoIP providers may have to disable service after August 29, 2005, for tens of thousands of US customers who have not formally acknowledged that they understand the limitations of 911 emergency phone calls on VoIP. Vonage says 96% of its 800,000 customers have acknowledged the 911 limitations, but as many as 31,000 have yet to respond to Vonage notices. AT&T reports that its response rate is now "significantly higher" than the 77% reported on August 10. Time Warner Cable says it does not anticipate disabling service, since all customers have been informed about the risk power outages pose to 911 calls, the major problem for cable-based VoIP. The Federal Communications Commission has not stated if it would enforce the deadline or whether an extension would be granted -- the second since July. VoIP providers must provide reliable 911 call services by November 2005.
